Victoria's cabinet held an emergency meeting to discuss a lockdown in response to the state's Holiday Inn outbreak.
Victoria entered a snap five-day coronavirus lockdown ((from midnight Friday night)) meaning schools and non-essential retail shops were closed, with some exceptions, and Melbourne returned to its August lockdown settings.
Hospitality moved to take-away only and there are four designated reasons to leave home: they include shopping for essential items, care and caregiving, exercising for two hours per day, and work and study if you can't do them from home.
The five kilometre rule was also reinstated.
Mr Andrews said, he was confident the move, that he was calling a "circuit breaker", would be effective.
