Nepal's largest local government, the Kathmandu Metropolitan City (KMC), is among recent examples of local governments that delivered their annual budget later than the legal deadline. Our Nepal correspondent Prayas Dulal spoke with Khim Lal Devkota, an expert in federalism and local governance, about why local governments are struggling to meet budget deadlines and what this could mean for the broader practice of federalism in Nepal. Devkota is a former member of the National Assembly and former Vice Chairperson of the Provincial Policy and Planning Commission for the Bagmati Province.
