Box Hill Sexual Offence Child and Abuse Investigation Team are appealing for public assistance after a man exposed himself to a teenage girl in Box Hill on 1 October.
Police have been told the 13-year-old girl was playing on Albion Road with two other children when a vehicle, believed to be a Honda Civic, parked nearby.
A man then allegedly got out of the car and approached the girl about 1pm.
The man then led the girl to a secluded area nearby and exposed his penis to her.
The victim has then left the area, and the offender also left in an unknown direction in the car.
The man is perceived to be Indian Sub-Continental in appearance, approximately 165cm tall, aged in his late 30s, with a solid build, and short hair that is balding on top of his head.
He was wearing a blue long-sleeve shirt with a purple pattern, jeans, and a belt.
Investigators have released a computer generated image of a man that may be able to assist with their enquiries.
