The Parliamentary Assembly of the Council of Europe (PACE) adopted aresolution on supporting the efforts to counter Russian propaganda at the level of the European Union. The organization recommended that CoE member states establish observatories to monitor disinformation. The European Commission and lawmakers have accused Russia of orchestrating a “disinformation campaign” aimed at destabilizing the bloc and called for increased measures to combat the threat. The European Commission is set to single out Russia directly for what it calls Moscow's "information warfare" as part of EU efforts to fight back against online disinformation campaigns considered a threat to European security.
