Russian troops have shelled Kharkiv using artillery for the second time in a day, with the city's Kyivsky district being under attack. Kharkiv Mayor Ihor Terekhov said this on the Telegram messaging app, Ukrinform reports. According to him, enemy shelling caused a fire in an apartment building.
