Opposition Leader Bill Shorten says a Labor Government under him, if elected, would establish a treaty with Indigenous Australians and a voice in parliament for them.


Advocates have welcomed the comments, but the Turnbull Government maintains it would be more effective for Indigenous Australians to work through the Indigenous Affairs Minister's office.
