A crowd of more than 450,000 people brought in the New Year with a celebration in Melbourne's CBD.

More than 450,000 have people filled Melbourne's CBD to watch the traditional New Year's Eve fireworks.

Lord Mayor Robert Doyle praised revellers crowds gathered along the Yarra River banks and at the city's four official live sites for enjoying the celebrations without causing problems.

"Victoria Police figures show there were 16 arrests in the central city last night, which is outstanding when you consider how many people we had here," Mr Doyle said.

Deputy Commissioner Lucinda Nolan said crowds overall were well behaved although some people still drank too much or engaged in risky behaviour.

"Given the high number of people out and about overnight, the results indicate only a small percentage of people did the wrong thing," she said.

Ms Nolan said 184 people were arrested in Victoria, 104 of them for being drunk in a public place.

Victoria Police had 120 reported assaults, and 28 drink driving offences from almost 10,000 breath tests.

Mr Doyle said the city crowd included about 100,000 parents and children for the 9.30pm fireworks at Yarra Park, before fireworks from 21 skyscrapers lit up the sky at midnight.

About 130 City of Melbourne cleaners hit the streets at 8.30pm on New Year's Eve and worked through until 8am on New Year's Day to clean up after the partying.

The Melbourne City Council's $2.8 million budget for its New Year's Eve celebrations included $130,000 for the cleanup of parks and roads for the start of the new year.
