Abbott revamps job seeker services

Job seekers will get support for work and training from a new agency network known as Jobactive from July 1.

The Abbott government wants a new service for job seekers to turn "tax takers" into taxpayers.

The government has given the $5 billion employment services network a new name - Jobactive.

"It is not just a new name, it is a new system," Prime Minister Tony Abbott said at the launch in Geelong on Tuesday.

From July 1, 66 organisations will deliver Jobactive services across Australia.

The service providers, working under five-year contracts, won't receive job placement payments but rather outcome payments depending on whether jobs last for four weeks, 12 weeks or 26 weeks.

Employment Minister Eric Abetz said this recognised that short-term jobs of as little as four weeks could lead to full-time work.

Senator Abetz said the national rollout of work for the dole for the long-term unemployed aged under 50, which starts on May 1, would help them learn new skills and be socially active.

"We often talk about the economic imperative of somebody becoming a taxpayer rather than a tax taker," Senator Abetz said.

"But even more importantly, it is the social benefit of people actively participating within their community."

A job commitment bonus will encourage long-term unemployed job seekers aged 18-30 to find and keep a job.

Relocation assistance will be provided to job seekers moving to regional areas and the government will continue its Restart program to get businesses to hire mature-age workers.

Labor employment spokesman Brendan O'Connor said the return to the failed coalition Job Network model would not get the unemployed into work.

"Employment services providers will struggle with fewer resources and a growing number of job seekers to manage," he said.

Labor was not convinced the new four-week payment would do anything other than add to "job-seeker churn" and job insecurity.
