Prime Minister Tony Abbott has reiterated pledges not to fiddle with superannuation or negative gearing or reintroduce a carbon tax.

Mr Abbott spoke at a business breakfast in Canberra on Monday about his government's second budget and how it's helping small traders.

"I am confident that right around Australia waves of confidence are lifting up businesses large and small and helping them to do so much better what they do well," he told the Canberra Business Chamber.
