Bill Shorten has described the Abbott government's handling of its first budget as a "circus of mistakes".
The opposition leader has urged his Labor colleagues to get out in the streets of Australia and tell the truth about the budget.
After two weeks of trying to sell its fiscal plan, the government continues to struggle in opinion polls and would lose an election if it were called tomorrow.
"We in Labor do not need poll numbers to tell us just how bad this budget is for Australia," Mr Shorten told the Labor caucus in Canberra on Tuesday.
He said if it wasn't how the government has handled its budget so badly it would be a joke.
"They are turning this budget into a circus of mistakes."
He said the challenge for Labor is to get out into the suburbs and streets of Australia to explain the budget.
"Tony Abbott has accused Labor of scaring people, that is not right. It is just that the truth is scary, the truth of this budget is bad for all Australians," he said.
