Aged Care Minister Ken Wyatt says a rise in complaints to the watchdog shows the government is getting on with the job of improving aged care.

The latest annual report of the Aged Care Complaints Commission says complaints have risen 43 per cent over the past two years.

The commission, which is set to be merged into a new body in January, received 5779 complaints in the past financial year, up from 4711 the previous year and 3936 the one before.

Three-quarters of the complaints related to residential aged care facilities, while the rest pertained to in-home services.

The top three issues raised in complaints about the administration and management of medicines, personal and oral hygiene, and staff ratios.

"The complaints commissioner's growing activity - which will continue through the new Quality and Safety Commission - highlights how our government is getting on with the job of improving aged care, as the recently announced royal commission goes about its important work," Mr Wyatt said.

The minister said he was confident the new body would be able to identify failures, highlight concerns about quality and have them quickly rectified.

While more people were using the complaints service, the data shows 73 per cent are resolved within 30 days and 93 per cent resolved within 90 days.

Meanwhile, Prime Minister Scott Morrison expects to announce the aged care royal commissioner and terms of reference in the coming weeks.
