The Australian Council of Trade Unions says promised pay rises for aged care nurses are being reduced or withdrawn.
It says an agreement known as the Workforce Compact had originally provided $1.2 billion for wages and training.
The ACTU says it was designed to lift the wages of nurses in the aged care sector who earn up to $300 less per week than their colleagues in public hospitals.
But ACTU President Ged Kearney has told Greg Dyett the Abbott government has altered the deal, which means wage rises may not eventuate.
