A third consecutive lay day has been called at the Fiji Pro, the fifth stop on the World Surf League tour.
"It's day three and it's not looking great out there," WSL commissioner Kieren Perrow said.
"We were expecting it to dip down, which it has so there won't be any competition (on Tuesday).
"We'll come back tomorrow and we're expecting that swell to build over the next few days.
"We're still confident that it's going to provide really good conditions into the weekend."
Swell is expected to start picking up on Wednesday.
When competition commences, 11-time world champion Kelly Slater will face compatriot Kolohe Andino and Brazil's Alejo Muniz in the opening heat of round one.
Australia's Taj Burrow and Matt Banting will clash with Spaniard Aritz Aranburu in heat two.
