The Attorneys General of the Australian states and territories have signed a petition asking for the lives of Andrew Chan and Myuran Sukumaran to be spared.
The letter addressed to the Indonesian Attorney General seeks clemency for the two Australians on death row, on the basis of their substantive rehabilitation while incarcerated.
The letter states: "Chan and Sukumaran have established a drug rehabilitation program at Kerobokan prison. It is clear that during their time in custody in Indonesia both men have been provided with access to rehabilitation programs that have effected change.
"Both appear to have reflected on the offences they committed, have embraced the opportunities provided to them by the authorities and have become different people to those who were arrested in 2005.
"This is an achievement that Australia's corrective services strive to replicate."

"What we are asking of Indonesia is what Indonesia asks of other countries when its citizens are on death row," Prime Minister Tony Abbott said from a community event in western Sydney on Sunday.
"If it's right for Indonesia to ask and expect some kind of clemency, it's surely right for us to to ask and expect some kind of clemency," Mr Abbott said.
"We are at the 11th hour, but even at this late stage we are maximising our representations to the Indonesian government."
