A report has found that an increase in backpackers eager to take fruit picking jobs has ensured Australia's seasonal worker program is failing to attract those it was created for.

The federal government-funded program is aimed at reducing poverty in the Asia Pacific region and brings workers to Australia for up to six months.

The report's author, Stephen Howes spoke to Will Mumford about the findings.
