NSW Premier Mike Baird says Tony Abbott's leaders' summit with state premiers has made "very positive progress".

NSW Premier Mike Baird says Tony Abbott's leaders' summit with state premiers has made "very positive progress" but declined to say whether any agreement has been reached on critical GST issues.

Mr Baird said the day-long meeting between state leaders and the prime minister in Sydney was "an incredibly constructive day" that had considered a vast array of issues.

"I can say that in my sense and my operation in COAG over the last five years, this is probably the most constructive I have ever seen," he said.

"Not everyone agrees on every position clearly but there is a determination to do what is right to make the most of this opportunity."

Mr Baird said he would have more to say on Thursday after the Council of Australian Governments meeting of federal and state leaders.
