Carlton small forward Eddie Betts is among three free agents who have new clubs, but the controversial Lance Franklin proposal remains under AFL scrutiny.

The Blues confirmed on Friday afternoon they would not try to match Adelaide's four-year offer to Betts, understood to be worth around $2 million.

Betts, a restricted free agent, has played 184 games for the Blues and said it was a tough decision to leave the club.

He paid particular tribute to long-time Carlton official Shane O'Sullivan.

"No matter what happens, deep down inside I will always be a Blue boy," Betts said.

"I want to say thank you to Carlton for giving me the chance to play footy - I was overlooked in the national draft and they gave me the opportunity.

"Over the years, the club has done a lot for me and my career, especially Shane O'Sullivan who has been like a father to me.

"Whenever I was down and out, Shane sent me in the right direction.

"My heart goes out to all the Carlton fans - I love them."

Crows official David Noble said the livewire small forward would fit well into their attack.

"We wanted to add more goalkicking power to our forward line and we think Eddie fits the bill perfectly," Noble said.

"Eddie not only kicks goals, but he creates opportunities and applies strong defensive pressure, which we also identified as a need.

"Eddie is a fantastic character and will be a wonderful addition to our playing group."

Friday was the official start of the free agency period, with Matt White leaving Richmond for Port Adelaide and Melbourne's Colin Sylvia headed to Fremantle.

White and Sylvia are unrestricted free agents and so their old clubs could not challenge the moves.

The Blues are also expected to pick up Collingwood star Dale Thomas on a lucrative four-year deal.

But Sydney's monster offer to Hawthorn star Lance Franklin is easily the biggest free agency bid.

The Swans have angered rival clubs by offering the two-time premiership star a nine-year contract worth $10 million.

There have been calls for the AFL to scrap the cost of living allowance that is built into Sydney's salary cap.

The Swans have lodged the paperwork for the Franklin deal with the league.

"The AFL is currently still examining this offer and will advise the respective clubs and the wider football public immediately when this process has been concluded," the league said in a statement.
