While senators grill bureaucrats about the federal budget, lower house MPs are debating legislation that provides the money to keep the country running.

Deputy Labor leader Tanya Plibersek has kicked off the debate on Monday by telling parliament this year's budget fails the fairness test because it still contains many of the contentious cuts from last year.

Prime Minister Tony Abbott has said he wants the five appropriations bills passed by the end of next week.
