A budget surplus is not the enemy of a National Disability Insurance Scheme, the federal opposition says.

A budget surplus is not the enemy of a National Disability Insurance Scheme (NDIS), the federal opposition says.

Opposition disabilities spokesman Mitch Fifield moved to clarify the coalition's position on the scheme following comments last week from Shadow Treasurer Joe Hockey that an Abbott government would deliver a full NDIS when there was a strong budget surplus.

Senator Fifield said a coalition government would aim to be producing budget surpluses before the NDIS rollout date of 2018.

"Our view is that a budget surplus isn't the enemy of an NDIS and an NDIS isn't the enemy of a budget surplus," he told Sky News on Saturday, adding that both could be achieved at the same time.

Senator Fifield ruled out a Medicare-style levy to help fund the NDIS.

"We don't think there's a need for a levy," he said.
