Federal politicians are descending on Perth as the battle to win the Canning by-election heats up.

The Liberal party's state council is meeting on Thursday night and is expected to resoundingly accept the preselection committee's candidate recommendation, Afghanistan war veteran Andrew Hastie.

The candidate is scheduled to speak after Prime Minister Tony Abbott's address at the party's state conference on Saturday.

Property rights in the Canning electorate are among key policy motions to be discussed at the Liberal love-in.

The party is concerned about the "negative effect" that environmental protection laws are having on private property rights in the state, saying a more appropriate balance needs to be struck.

It also wants compensation for freehold landowners who have had their land acquired and/or directly devalued significantly by the state government, through adverse legislative impacts or the actions of one of its entities.

Appealing to voters in the Roleystone, Bickley, Karragullen and Pickering Brook fruit-growing areas in the Canning electorate, the Liberals will also discuss the release of sterile fruit fly, given "the only effective spray", Fenthion, will be banned from October.

The campaign trail promises to be lively on Friday, when Clive Palmer will announce his candidate for the by-election.

Opposition leader Bill Shorten is rumoured to also be travelling to Perth.

Labor's nominations are due to close on Sunday.

The by-election will be held on September 19.
