Tony Abbott's bid to scrap the carbon tax will be the first item of business in the federal Senate on Tuesday, but the debate is likely to drag out for months.

Both Labor and the Australian Greens have indicated they won't change their opposition to the coalition's package of carbon tax bills any time soon, despite the Prime Minister Abbott's hope for a speedy resolution.

Greens leader Christine Milne says her party will do everything it can to stop him getting his own way.

Labor hasn't changed its opposition to the bills.

Last year, Labor and the Greens used their numbers in the Senate to drag out debate and prevent the repeal legislation from being put to a vote.
