Challenge will be heard: Bali pair lawyer

Authorities are preparing to move the Bali Nine pair to the place of their execution but their lawyers believe their court action will be heard first.

A lawyer for Andrew Chan and Myuran Sukumaran says their legal team is sure the Indonesian government won't proceed with their execution ahead of a court challenge next week.

Bali authorities are readying to move the Bali Nine heroin smugglers this week to the island where they will face the firing squad.

But lawyer Peter Morrissey says this would go against the rule of law in Indonesia.

"The argument will be put, and we expect it will get a proper hearing in the court," he told Nine Network on Tuesday.

"In the meantime, we are very sure that the Indonesians - or the Indonesian government - will not proceed with the execution.

"They have got the rule of law. They say they have. Let's see."

The men's legal representatives have been asked to front the state administrative court in Jakarta next Tuesday, where they are challenging the presidential decree that denied them clemency.

The lawyers argue President Joko Widodo's blanket ban on clemency to Chan, Sukumaran and all death row drug offenders, failed to judge individual cases on their merits as required.

"You can't have the rule of law and have the government overriding the courts while you've got a live court action," Mr Morrissey said.

Indonesian Attorney-General HM Prasetyo spokesman on Monday said plans were moving ahead, with what he called "D-Day" - the execution date - to be announced once all prisoners moved from Bali's Kerobokan jail to central Java's Nusakambangan island.

Prime Minister Tony Abbott has made another appeal for mercy to Mr Joko, whose hard line on drugs is popular in Indonesia.
