24-year-old Vincent Stanford is understood to have moved to Australia from the Netherlands four years ago.
Ms Scott, a English and drama teacher at Leeton High School, had been planning her marriage to her childhood sweetheart Aaron Woolley when she went missing on Easter Sunday.
Ms Scott's body has not been found, but police on Thursday found her car in a paddock near Griffith.
They are appealing for information from anyone who may have seen her or her car, a red Mazda 3 sedan with registration BZ-19-CD.
Ms Scott had been excitedly planning her wedding to her childhood sweetheart and a week from the big day went to her workplace, Leeton High School, to finish a hand over to a teacher replacing her while she would be on honeymoon in Tahiti.
But Ms Scott hadn't been seen since, prompting her family to hire a helicopter to search the many irrigation ditches, creek crossings and bridges around Leeton.
Police officers visisted a Leeton home on Wednesday evening, where they spoke to two residents.
Around 7.30pm, another housemate - Stanford - arrived and was subsequently arrested.
He was taken to Leeton Police Station where he continues to assist police with their inquiries.
NSW Police said Stanford has now been charged with Ms Scott’s murder and will appear before Griffith Local Court on Thursday.
Anyone who was in the vicinity of Leeton High School on Sunday is also encouraged to contact Griffith Police or via Crime Stoppers.
Residents are in shock over the death of the popular school teacher.
"We were all holding our hopes she'd be found alive and obviously to hear this, this morning, is just absolutely devastating," said Leeton Shire mayor Paul Maytom.
"It's devastating for the family and devastating for her fiance and devastating for all friends and our community," he told Macquarie Radio on Thursday.
Earlier, her mother Merrilyn had feared her daughter's car may have rolled off the road, saying she believed "it's either something with her car or foul play."
Ms Scott's family said they were certain Ms Scott hadn't had cold feet ahead of her wedding day.
The 26-year-old had been due to marry her fiance, Aaron Leeson Woolley, in Eugowra on Saturday.
Mr Woolley had said his bride-to-be's disappearance was out of character.
Further comment is expected from police on Thursday.
