Infertile couples and the women who give birth to their children say it's a win-win, but critics are complaining about exploitation.
Surrogate mother Manjula, who is carrying a child, said it was a simple transaction.
"Just like you give a room out to rent, I give my womb on rent," she said.
Commercial surrogacy is legal in India and surrogates earn up to $8000 for each pregnancy.
But critics including Ranjana Kumari, from the Centre for Social Research, describe surrogacy clinics as "baby making factories".
"If somebody has to get a child, somebody's friend should offer the womb, somebody’s relative should offer the womb, why does it have to be the poor women always?" she said.
