An expert in Australian constitutional law believes a High Court challenge is likely if the federal government does not make some key changes to its plans to overhaul counter-terrorism laws covering dual citizens.

Constitutional challenge 'likely' over citizenship laws

The government says it is seeking further advice on its proposed laws to strip dual-national terrorism suspects of their Australian citizenship.

The Dean of the Faculty of Law at the University of Adelaide Dr John Williams says the proposed laws effectively entrust the Immigration Minister with important national security decisions.

He has told Michael Kenny, the laws could be challenged because they don't grant terror suspects any access to Australian courts to appeal a minister's decision.
