Tuesday is shaping as D-Day for Cronulla coach Shane Flanagan.
Flanagan is expected to learn his fate when the ARL Commission meets at Rugby League Central early next week.
The Sharks mentor is under investigation after evidence was unearthed that he had ignored terms of his suspension from the game in 2014.
It's believed that messages between Flanagan and Sharks staff were uncovered during the course of the integrity unit's investigation into the club's salary cap.
Flanagan was rubbed out of the game for 12 months in 2014 as punishment for the club's supplements scandal and he was barred from contacting players or staff.
Greenberg insisted on Thursday he had not received the integrity unit's brief of evidence so no decision had been made.
However, it is expected to be handed to the commission on Tuesday with a call to be made on any possible punishment.
"As the CEO of the game, I always take very material matters like sanctions on clubs and people to the commission," Greenberg said.
"That's how the governance structure of the game works and that's what the chairman would expect of his chief executive."
The saga unfolded after Sharks chief executive Barry Russell, shortly after taking over the job, uncovered salary cap irregularities and self-reported to Rugby League Central.
Asked if Flanagan could expect to receive leniency given the club self-reported the initial salary cap matter, Greenberg suggested it would not.
"The question's not about self-reporting," Greenberg said.
"The question's is why would you be cheating?
"In saying that, you're making a presumption that the information only came through self-reporting. I would caution against making those sorts of assumptions."
