NSW Premier Mike Baird insists there should be no change to the way GST revenue is distributed amongst the states and territories.

"You shouldn't change the whole system for single issues," he told reporters in Canberra ahead of a Council of Australian Governments meeting and following a call by West Australian Premier Colin Barnett to abolish the Commonwealth Grants Commission.

It was up to WA to look at their own budget challenges and opportunities, Mr Baird said.
