Queensland's peak motoring body says ride-sharing services such as Uber are here to stay, so the state government should allow them with regulations.
RACQ spokesman Paul Turner has urged the government to complete its review of taxi regulations and stop driving ride-sharing services underground.
"Making companies like Uber illegal obviously isn't working," Mr Turner said.
"Queenslanders are voting with their wallet and using them anyway, so we need to make sure they can do so safely, within the framework of the law."
Mr Turner said the government has been encouraging motorists to car pool for years and apps like Uber allow motorists to make some extra money.
The government could ensure driver, vehicle and passenger safety through regulation, but not if the services are illegal, he said.
He also acknowledged the role of traditional taxis, saying they could co-exist with ride-sharing apps.
The RACQ is the latest ally for Uber after consumer group Choice recently announced the service was safe.
This month, the ACT will become the first state or territory to legalise ride-sharing services.
