Election inquiry recommends voter ID

A parliamentary inquiry into the 2013 election has recommended training and formal qualifications for polling booth officials.

Pens and voter identification might be part of the next federal election if the recommendations of a parliamentary inquiry are implemented.

The joint standing committee on electoral matters released its report into the 2013 federal poll on Wednesday, making 24 recommendations.

Government MPs on the committee warned of an "unacceptable vulnerability" related to automatic electoral roll updates and called for individuals to provide confirmation their information is accurate.

They also want voters to present identification in order to stamp out multiple voting.

The Australian Electoral Commission referred 7743 cases to federal police in 2013.

But Labor and the Australian Greens rejected both the measures accusing the coalition of exaggerating the threat of voter fraud.

The report also recommended formal qualifications and extra training for polling officials.

In a win for Palmer United Party leader Clive Palmer, it said voters should be provided with pens rather than pencils to mark their ballot papers.

Mr Palmer, who narrowly won his Queensland seat of Fairfax after a recount, had raised concerns about the potential for pencil marks to be deliberately altered.

The report also recommended the broadcast media blackout on election advertising be reviewed.

The blackout begins from midnight on the Wednesday before the polling day.

* Targets for indigenous polling officials.
