The NSW police minister has been fined $325 for using his mobile phone while driving after dobbing himself in to police.

Dubbo MP Troy Grant used his phone to take a picture of a sheep in the back of a station wagon over the weekend while stopped at roadworks.

"A ewe in the back out on a Saturday drive!" he later posted on Twitter when sharing the image.

But Mr Grant was not sheepish about reporting himself to police after questions from a media outlet.

He said he didn't realise it was illegal to use the phone for photographs while it remained in the cradle.
"Sitting stationary with the engine off at a roadworks site is no excuse to use a mobile phone," Mr Grant said in a statement.

"As police minister, I work hard to promote road safety and work with the police to campaign for better driver behaviour."

Mr Grant paid a $325 fine and lost four demerit points.

He said the episode shows nobody is above the law.

"I'm not going to tell porkies - if you do something, you own up to it," Mr Grant told 2GB.

"If you're the police minister and you've done the wrong thing, you're equally as accountable as everyone else."
