Ex-cyclone Fletcher is forecast to return to Gulf of Carpentaria waters which could give it the momentum to briefly reform overnight.
The tropical low was hovering over land 90 kilometres north northeast of Normanton on Tuesday afternoon and is dumping heavy rain on the gulf country.
A cyclone warning is current from the Gilbert River Mouth to the Northern Territory and Queensland border, with gales predicted to develop later Tuesday evening or early on Wednesday.
Heavy rain, which may lead to flash flooding, is likely, mainly near coastal parts, over the next couple of days.
"We're not going to see the long-term isolation and high-level flooding that we have seen in the gulf over the past two years," Emergency Services Mount Isa director Elliot Dunn said.

"Even if we do have to do resupply, it's a fairly common occurrence up here, so it's fairly seamless and local disaster management groups organise that very well."
Cyclone Fletcher made landfall as a category one storm between Karumba and the Gilbert River Mouth in the Gulf of Carpentaria on Monday night, but it was a fizzer.
It crossed the coast hot on the heels of Cyclone Dylan, which made landfall in north Queensland on Friday as a category two storm. It also brought heavy rain but did little damage.
In the middle of the Dylan on Friday and Fletcher on Monday, Cyclone Edna formed on Saturday.
But it didn't cross the coast and petered out in the Coral Sea.
