* Abuse royal commission says options for independent "one-stop shop" for survivors are a national redress scheme or separate state and territory schemes

* Ideal position for abuse survivors is single national redress scheme led by federal government, with participation of state and territory governments and non-government institutions

* Royal commission says difficult to achieve if federal government, or state and territory governments, not on board

* Federal government's stance is single national scheme too complex and costs too much; won't be funder of last resort if institutions no longer exist or too poor to pay

* Commission modelled $4.378 billion national scheme

* Would cover estimated 65,000 victims

* Provide limited monetary compensation of between $10,000 and $200,000; professional counselling

* Model assumes average payments of $65,000

* National scheme under auspices of federal government backed by institutions including Catholic Church, Salvation Army, Anglican Church, victim advocacy groups

* Commissioners to release final report on redress with recommendations mid-year.
