The fairness and effectiveness of a national redress scheme will be central to the child abuse royal commission's recommendations.
Royal commission chair Justice Peter McClellan said the inquiry's report will point the way forward for government.
"The need for a fair and effective redress scheme has not been doubted by any government or the institutions that we have consulted," Justice McClellan told a public hearing in Ballarat on Tuesday.
"Fairness and effectiveness will be central to our redress report."
The commission has modelled a $4.378 billion national scheme that would cover an estimated 65,000 victims.
In a submission to the commission, the federal government rejected a single national redress scheme as too costly and too complex to implement.
Since then Prime Minister Tony Abbott has promised a strong and comprehensive response to whatever the commission proposed.
The redress report is expected to be released in August.
