Opposition Leader Bill Shorten won't say whether Labor would restore $80 billion in federal funding cuts to the states.

Bill Shorten is refusing to commit Labor to restoring $80 billion in federal funding cuts for state schools and public hospitals.

Labor has been highly critical of the Abbott government's decision to abandon what the coalition claims were unfunded bonus payments to the states and territories.
