Federal parliament to focus on budget

Parliament resumes after a six-week break, with the focus squarely on the Abbott government's first budget to be delivered on Tuesday night.

Debate over the Abbott government's first budget will dominate next week's sitting of parliament.

MPs and senators will return to Canberra on Tuesday after a six-week break dominated by pre-budget speculation and a drop in voter support for the coalition.

Treasurer Joe Hockey will introduce six budget-related bills and outline the nation's economic direction at 7.30pm on Tuesday.

Question time is expected to be dominated by a Labor attack on coalition broken promises and the government defending the need to fix six years of Labor mismanagement and pay off debt.

Also slated for introduction is a bill to deliver on the coalition's Direct Action plan, setting up an emissions reduction fund with climate projects funded on a competitive basis.

Debate will continue on another environment-related bill, establishing a Green Army.

The government also plans to introduce laws to penalise MPs who rort their travel allowances and tighten the rules around taxpayer-funded expense claims.

The Senate will focus on laws to crack down on union corruption and restore the building and construction industry watchdog.

Senate committees will report on inquiries into the TAFE system, the commission of audit, red tape reduction, the Australian Federal Police and the Tasmanian wilderness World Heritage area.

Opposition Leader Bill Shorten will deliver the budget reply speech on Thursday night.
