Prime Minister Tony Abbott says the Victorian government should "just get on with governing", despite a potential constitutional crisis.

Geoff Shaw, the Liberal-turned-independent MP who holds the balance of power in the Victorian Legislative Assembly, has threatened the stability of the parliament by saying he would back any Labor no-confidence motion against Denis Napthine's coalition government.

Mr Abbott says the Napthine government is a strong and competent one.

"I think that Denis Napthine should just get on with governing," Mr Abbott told reporters on Wednesday.

Mr Abbott says the Victorian budget should be passed through parliament as soon as possible.

"We've got a government in Victoria, it's a good government.

"It should be allowed to get on with its job."
