He stands by comments that the Gold Coast Commonwealth Games will be a bigger terrorism target than the Rio Olympics but organising committee chairman Peter Beattie is promising a safe event in 2018.
Mr Beattie says so-called "Armageddon" plans are simply worst-case scenarios being projected by organisers to discover solutions ahead of the April 2018 event.
Games security chiefs are looking into several ways to keep the games safe, including the use of facial recognition technology and drones.
Mr Beattie believes whatever challenges Games organisers may face, they will be prepared.
"We are working through each one of those solutions and coming up with outcomes that will make certain these are the safest games," he said on Tuesday.
"Everybody who is thinking of coming to the Commonwealth Games, this will be the safest event you'll ever come to, simple as that."
As well as security, Mr Beattie says the other key learning areas for organisers from the Olympics and Paralympics in Brazil are transport solutions and volunteer training.
"We're taking into account all the challenges - that doesn't mean there won't be problems along the way, we're not saying that for one minute. What we're saying is we've looked at all the challenges out of the Olympics and Paralympics and the challenges that are there, we've anticipated," he said.
