Manly have announced chief executive Lyall Gorman will shift from his current role to boss of the NRL club's centre of excellence project.
The move comes after reports that Gorman is being investigated by the governing body over his role at Cronulla during their salary cap scandal.
It is believed the Sea Eagles will need to submit Gorman's new role to the NRL integrity unit before they decide whether he needs to be registered by the game.
Gorman, who was Cronulla boss in 2014-17, was linked to the Sharks' cap dramas after revelations of cap breaches dating back to 2013.
The Shire club was eventually fined $250,000 and forced to play at $350,000 under the salary cap for the next two seasons.
Then-coach Shane Flanagan was also de-registered over the saga.
Gorman joined the Sea Eagles in late 2017, but will now be the point man for their new headquarters based at Lottoland in Brookvale.
Manly chairman Scott Penn said Gorman's new role needed to be free of the demands of the football operations.
"We're excited to have someone with Lyall's experience lead what is one of the most important projects and financial commitments in our club's history," he said.
"The Centre of Excellence will deliver state-of-the-art training, administration, community and multi-purpose facilities that will ensure the Sea Eagles can compete at the highest level.
"It is vital that the project is delivered on time and on budget. Lyall is perfectly positioned to deliver our goals."
Sea Eagles director and part-owner Gary Wolman has been appointed the interim chief executive.
