New Zealand First leader Winston Peters will reveal which party he will enter into a governing coalition with on Thursday afternoon.

"NZ First will be in a position tomorrow afternoon to make an announcement on the result of negotiations following the 2017 general election," he said in a statement on Wednesday night.

He had spoken to the leaders of the National Party and the Labour Party on Wednesday and had advised them of that and "other matters".

The "other matters" weren't explained but it's likely they were ministerial positions for NZ First MPs and the form of the next government.

NZ First has a choice of going into full coalition or a looser support arrangement with ministers outside cabinet.

The party's caucus met for much of the day after the board was dismissed and sent home on Tuesday night following two days of internal discussions.

Mr Peters said on Tuesday night the caucus and the board had reached a "substantial consensus" on the policy concessions offered by National and Labour in return for its support in forming a government.

Final dossiers on the policy decisions were drafted and sent back to the main parties so they would know precisely what NZ First had agreed to.

Mr Peters had one-on-one meetings with National leader Bill English and Labour leader Jacinda Ardern on Tuesday night before speaking to them both again on Wednesday.

Going with National would secure the government a fourth term in office.

Going with Labour would make Jacinda Ardern prime minister in a government that includes the Greens.
