Federal government plans to review childcare funding face mounting opposition, with the Australian Greens vowing to stand against any legislation in the upper house.

The coalition intends to undertake a ministerial review of the Early Years Quality Fund, designed by the former Labor government to increase pay for childcare workers.

Labor is opposed to any changes but the government has pointed to a Productivity Commission review to further "consider how the system can be made more flexible, affordable and accessible".

Changes to the fund or the childcare rebate available to parents would require parliament to consider legislation.

Greens senator Sarah Hanson-Young says the childcare sector is in crisis.

"Mums and dads across the nation are calling out for affordable, flexible, high-quality childcare but the Abbott government simply isn't listening," she said in a statement on Tuesday.
