Prime Minister Tony Abbott says any discussion on the GST at his leaders retreat with premiers is just the beginning of the process.

NSW Premier Mike Baird will ask Wednesday's meeting to consider lifting the GST to 15 per cent from 10 per cent, but Mr Abbott has declined to say whether he approves of the idea or whether his government would fund any compensation four households.

"I know whenever anything comes up, people want to know instantly, exactly what might happen now and one, two, three, 10, 20 or 30 years into the future. We are at the beginning of a process here," he told reporters in Canberra on Tuesday.
