Canterbury coach Des Hasler has questioned the NRL's proposed implementation of a football department salary cap on each of its clubs.

A number of clubs have reportedly agreed to the measures, which would limit the amount spent on coaching staff, sports science, high-performance units and study trips from next season.

However Hasler, who is renowned for having an in-depth sports analysis department, is not so keen on the idea.

"I think it's a big debate, let's be honest, to tell an organisation how to run their business," he said.

"That's probably a debate that needs to be had at board level."

In return for a capped limit, clubs will be guaranteed additional funding, with the NRL keen to ensure spending does not go out of control with the record-breaking broadcast deal.

The NRL is working towards an October 31 deadline to set the limit, with a six-person working committee set to research the average spending of clubs before announcing the findings.

The move follows a similar rule by the AFL two years ago when research discovered off-field spending was directly linked to success.
