The Refugee Council of Australia says it's alarmed that the federal government is planning to deport an asylum seeker to Afghanistan, even though he hasn't lived there for more than 35 years.

It says in evidence to the Refugee Review Tribunal, the government argued the 66-year-old Hazara man would only be in danger if he went back to his original home province of Uruzgan, and he'd be safe in Kabul.

President of the Refugee Council Phil Glendenning rejects the claim.

He told Naomi Selvaratnam the Council believes the man would face persecution anywhere in Afghanistan.
