Hillsborough disaster blamed on 'drunken fans'

Nearly 23 years since the FA semi-final at Hillsborough turned to disaster the BBC has seen leaked documents which show that a senior Merseyside police officer claimed the tragedy was the fault of 'drunken fans'.

It supports for the first time a view long held by many in Liverpool that attempts were made at the highest levels to shift the blame for the tragedy away from the police and onto the fans.

But for the families of the 96 people who died in what was Britain's worst sporting disaster, the truth is yet to be revealed in a continuing investigation.
