Treasurer Joe Hockey is aiming to bring down the GST $1000 threshold on foreign goods to zero when he holds talks with his state and territory counterparts on August 14.

The decision to tackle this longstanding anomaly was decided when the nation's leaders met at the Council of Australian Governments last month.

"We are aiming to get it down to zero so ... we can ensure that businesses operating in Australia are competing on a level playing field," he told Sky News on Thursday.
