Treasurer boss John Fraser hopes an improving global economy will result in more accurate forecasting of budget bottom lines.

Mr Fraser, appearing before a Senate committee on Monday, was asked by a government senator why anyone should believe Treasury's forecast for a surplus in 2021 when his department repeatedly got it wrong under Labor treasurer Wayne Swan?

Mr Fraser said he stands by the forecasts, but conceded they were made in difficult times.

"We're not Robinson Crusoe in terms of countries that have had sadly continuum of downwards revenue forecasts for many years," he said.

"Hopefully what has happened all around the world that may become less a thing going forward."
