Indonesian ISIS militant Bahrun Naim may be more than 8000 kilometres from his homeland but the messaging service Telegram has ensured he can still plot bombings with school friends in Indonesia.

One of the most "obvious examples of top down recruitment" of Indonesians on the popular networking application has been through channels created by Naim, analyst with the Institute for Policy Analysis of Conflict (IPAC) Nava Nuraniyah said on Monday.

"He's obviously not a fighter because he is online all the time," she said.

But that hasn't stopped him trying to create violence.

In mid-2015 he recruited an old friend from Solo in Java - Ibad, who in turn created a smaller exclusive Telegram group called "Explosive and Electrochemistry Division".

"For these smaller, exclusive groups they need trust, they need to at least know this person offline or at least vouch for them, because the aim is to plan an operation," Ms Nuraniyah said.

Ibad was sentenced to five years imprisonment in June last year after being part of a foiled plot to bomb churches, police and a Buddhist temple.

In October last year, East Jakarta District Court heard how another of Naim's recruits, a former schoolmate Arif Hidayatullah had received more than 13.5 million rupiah ($A1300) from Syria to carry out acts of 'ightiyalat' - or assassinations.

The targets were Jakarta's then governor, Christian man Basuki Tjahaja Purnama - known as Ahok - as well as high-ranking police.

He was sentenced to six years.
