How was Sydney siege gunman a free man?

A report has asked how Sydney cafe siege gunman Man Haron Monis was allowed to arrive in Australia and be on bail, but not be a security concern.

MAN HARON MONIS LEFT TO ROAM FREE, SIEGE REPORT:

* Arrival, Protection Visa, Citizenship: He was not found to be a risk to national security during ASIO interviews and was granted a number of visas before citizenship in 2004.

* Social Support: Monis was a compliant recipient of Centrelink benefits during the seven and a half years he received welfare.

* Mental Health: He was not deemed a risk to himself or others when he received treatment at a community mental health centre in 2010 and 2011.

* Bail Approvals: He was on bail, facing charges of being an accessory to the murder of his ex-partner, as well as numerous sexual offences. Bail laws have since been toughened.

* Access to Firearms: Monis appears to have used a shortened gun that had entered Australia before the 1996 National Buy Back program. The NSW Coroner will further investigate how he came to have a gun.

* Security Agencies: Monis was well known to security and police agencies and information about him was shared between them. They found he posed no direct threat to himself or others, despite his inflammatory rhetoric.
