'I miss the really small things': Bourke Street victim's twin speaks at memorial

The victims of Melbourne's deadly Bourke Street Mall car rampage are being remembered at a memorial to mark the first anniversary.

The twin of a Bourke Street Mall victim says she misses the "small things" about seeing her beloved sister every day.

At Tuesday's public memorial for the one-year anniversary of the attack, Emily Mudie said her sister Jess was only 22 when she became one of six people fatally struck by a car in the mall.

"I loved doing anything with her. I miss the really small things, like us just watching period dramas together, home shows, and crime shows," Ms Mudie told the gathering in Melbourne.

She paid tribute to the families of the other five victims and those who were injured in the attack.

"We know it is a super crap time but I'm told that time is a great healer and we will always be there for you if you ever need it."

Matthew Si's wife Melinda Tan said her 33-year-old husband dropped their daughter at day care and never came back.

"I have had to adjust to a new life that will always be missing a loving husband and father," Ms Tan said in a video message.

More than 150 members of the public made their way to the Melbourne service after undergoing bag checks and sweeps by metal detectors.

Dignitaries including Premier Daniel Andrews, Opposition Leader Matthew Guy and former governor-general Peter Hollingworth are in attendance at the Royal Exhibition Building in Carlton

"Today is obviously a difficult day," Governor of Victoria Linda Dessau told the gathering.

"It follows shortly upon the first anniversary of a day that brought such heartache to those directly affected, such anguish to those who were nearby, and such sadness to all of us in the wider Victorian community."

Six people were killed and dozens more injured when a vehicle ran down pedestrians along the city's busy pedestrian mall on January 20, 2016 .

The memorial follows a private service for families at an inner-city park on Saturday, where two plaques were unveiled.

Alleged driver Dimitrious Gargasoulas has pleaded not guilty to 39 offences, including six counts of murder and 38 of attempted murder, over the rampage.

The youngest victims were three-month-old Zachary Bryant and Thalia Hakin, aged 10.

Among those also killed were Ms Mudie, Mr Si, 33-year-old Bhavita Patel and 25-year-old Japanese man Yosuke Kanno.
