Ten women and six children were among the victims in the accident on Saturday at Andhra Pradesh state's Dowleswaram dam.

A 12-year-old child was the sole survivor of the accident and was admitted to a hospital.

The overcrowded vehicle plunged about 10 metres off the embankment, police officer Vasu Subramanian said.

"The water levels where the bus fell were very shallow as a result, most of the passengers died of head injuries," Subramanian said.

An average of 135,000 people die on India's roads each year, according to government data.
